Federal rules treat a kayak or stand-up paddleboard as a vessel — and every vessel on federally controlled waters has to carry a way to make an efficient sound signal. Most paddlers meet that rule with a plastic whistle clipped to a PFD: legal, but marginal in exactly the situations where it matters. The Rule: Your Kayak or SUP Is a Vessel, and Vessels Must Make Noise
The U.S. Coast Guard has determined that a stand-up paddleboard is a vessel, which puts it in the same regulatory bucket as kayaks and canoes. Outside of designated swimming, surfing, and bathing areas, that classification comes with carriage requirements: a USCG-approved life jacket for each person aboard and a sound-producing device on the craft.
The sound rule itself is short. On federally controlled waters, vessels under 65.6 feet (20 meters) — which covers every paddlecraft ever made — must carry a whistle, horn, or some other means of making an efficient sound signal audible for at least half a mile. The Inland Navigation Rules (33 CFR Part 83, Subpart D) don't dictate the device for small craft: Rule 33 says a vessel under 12 meters isn't obliged to carry the whistle prescribed for bigger boats, but "shall be provided with some other means of making an efficient sound signal." What counts as efficient is left to you — and to the ranger checking your gear at the launch.
States can stack their own requirements on top. Why the Wet Whistle Comes Up Short
Let's be fair to the whistle: it satisfies the letter of the law, it weighs nothing, it costs a few dollars, and it never runs out of battery.
