Every boat on U.S. waters — from a 12-foot jon boat to a container ship — is legally required to be able to make a sound signal, and the federal rules are far more specific than most boaters realize. Here is exactly what the U.S. Coast Guard Navigation Rules require by boat size, what the decibel and audibility numbers actually mean, and where a 130–150 dB battery-powered train horn fits in.
What the Navigation Rules require, by boat size
Sound-signal equipment is governed by Rule 33 of the Navigation Rules (codified for inland waters at 33 CFR §83.33). The requirement scales with vessel length:
- Under 12 meters (39.4 ft): You are not required to carry a certified whistle or bell, but you must be provided with "some other means of making an efficient sound signal." This covers the overwhelming majority of recreational boats — center consoles, pontoons, bass boats, runabouts, sailboats under 39 feet.
- 12 meters or more: A whistle that meets the technical specifications of Annex III to the Rules.
- 20 meters or more: A bell in addition to the whistle.
- 100 meters or more: A gong on top of the whistle and bell.
Boating-safety courses and state boating agencies commonly boil the small-boat requirement down to a practical benchmark: carry a horn or whistle capable of a 4-second blast that can be heard at least half a mile away. That half-mile figure isn't arbitrary — it comes straight from the audibility table in Annex III, which we'll get to next. The numbers behind "efficient": Annex III audibility and sound pressure
Annex III (33 CFR Part 86 for inland waters) is where the actual engineering specs live. For each vessel-length class it sets a minimum sound pressure level, measured as a 1/3-octave band level at 1 meter from the whistle, and a corresponding typical range of audibility:

For boats under 20 meters, the required level depends on the whistle's frequency: 120 dB if the strongest band falls between 180–450 Hz, 115 dB for 450–800 Hz, and 111 dB for 800–2100 Hz. So the compliance bar for a small vessel's sound device is roughly 111–120 dB at 1 meter, audible about half a nautical mile out.
One honest caveat: an Annex III rating is a 1/3-octave band measurement, while consumer horn ratings — ours included — are broadband peak readings taken near the horn. The two numbers aren't measured identically, so a "140 dB" spec doesn't automatically equal an Annex III certificate. What the comparison does tell you is margin: a horn producing 130–150 dB broadband is operating well above the loudness territory the rules expect from a sub-20-meter vessel, while a plastic whistle or a fading aerosol can sits right at the edge.
Short blasts, prolonged blasts, and the signals you'll actually sound
The rules define exactly two blast lengths (Rule 32, 33 CFR §83.32): a short blast is about 1 second, and a prolonged blast is 4 to 6 seconds. Every signal on the water is built from those two blocks. The ones a recreational boater actually needs, mostly from the restricted-visibility rules in Rule 35 (33 CFR §83.35):
- Power-driven vessel making way in fog: one prolonged blast, repeated at intervals of not more than 2 minutes.
- Power-driven vessel underway but stopped: two prolonged blasts about 2 seconds apart, again every 2 minutes or less.
- Sailing vessel in fog: one prolonged followed by two short blasts, every 2 minutes.
- Vessel under 12 meters: you may substitute "some other efficient sound signal" for the prescribed patterns — but you still have to make it at least every 2 minutes in restricted visibility.
- At anchor: rapid bell ringing for about 5 seconds every minute (for vessels required to carry a bell).
- Distress: under Annex IV (33 CFR Part 87), a continuous sounding of any fog-signaling apparatus is a recognized distress signal. Leaning on the horn nonstop is a legally defined call for help — which also means you shouldn't do it for fun in an anchorage.
Notice what all of this assumes: your sound device can deliver clean 4-to-6-second blasts, over and over, every two minutes, for as long as the fog lasts. So does a battery train horn qualify?
Under 12 meters — yes. The rule asks for an efficient sound signal, and a battery-powered train horn clears that bar with room to spare: 130 dB from a Dual model, 140 dB from a Quad, and 150+ dB from the Extreme and Boss Series. Rule 33 requires an Annex III-spec whistle on vessels 39.4 feet and up, and a portable horn isn't a certified replacement for it. Setting one up on board
A few practical points that make the difference between a horn that qualifies on paper and one that works in a squall:
- Keep it dry, not buried. Battery train horns are spray-resistant, not submersible — we broke down the details in our waterproofing and IP-rating guide. A console glove box or a dry bag clipped near the helm is the right home. Rinse the trumpets with fresh water after salt trips.
- Manual sounding must always be possible. Rule 33 says so explicitly for prescribed equipment, and it's good practice for any setup: the wireless remote is a convenience, but keep the horn's own trigger reachable from the helm.
- Use the remote for what it's good at. A long-range remote (up to 2,000 ft) means the horn can live mounted at the bow or on the T-top while you signal from the wheel — or from the dock while a buddy backs the trailer down the ramp.
- Mind the battery in the off-season. Pull the tool battery over winter storage and keep it on a shelf indoors, the same way you'd treat the pack for any cordless tool.

Is a battery train horn "Coast Guard approved"?
There's no USCG approval stamp for horns the way there is for life jackets. The Navigation Rules define capability, not brands: under 12 meters, any device that makes an efficient sound signal satisfies Rule 33. A 130–150 dB rechargeable horn does that easily. Over 12 meters, the whistle itself must meet Annex III specs.
Can it replace the installed horn on a 40-foot boat?
No. At 12 meters (39.4 ft) and up, the rules require a whistle meeting Annex III technical specifications, so keep your compliant installed whistle. A portable train horn belongs aboard as a backup and distress signal with its own independent power source.
What signal do I sound in fog on a small powerboat?
