Ask "what's the legal decibel limit for a horn?" and you expect a number back. Here's the surprise: in most states, there isn't one. The law that decides whether your horn is street-legal almost never mentions decibels at all — and once you understand what it says instead, the whole "loudest legal horn" question flips on its head.
The short answer: there is no decibel number
The federal government sets no maximum loudness for passenger-vehicle horns. That job falls to the states, and nearly every state statute traces back to the same Uniform Vehicle Code template. It has two requirements, and neither is a decibel cap:
- A floor: your vehicle must have a working horn audible from at least 200 feet.
- A ceiling: the horn may not emit an "unreasonably loud or harsh sound" — a judgment call, not a measurement.
California's version is typical: Vehicle Code §27000 requires a horn "audible under normal conditions from a distance of not less than 200 feet," then adds that "no horn shall emit an unreasonably loud or harsh sound." Washington's RCW 46.37.380 uses nearly identical wording — and tacks on a separate rule you'll find in most states: no sirens, whistles, or bells on anything that isn't an emergency vehicle. Texas, Florida, New York, Illinois, Pennsylvania, Ohio, and Georgia all follow the same pattern: 200-foot floor, "unreasonably loud" ceiling, no number anywhere.
Why legislators never wrote a number down
It's not that nobody tried. In 2010, a California bill (AB 2245) would have written a hard 110 dB(A) cap for aftermarket horns into the Vehicle Code. Look up §27000 today and you'll find no decibel figure in it — the qualitative "unreasonably loud or harsh" standard is still the only ceiling on the books.
The contrast is telling, because California lawmakers clearly know how to write a decibel number when they want one: the state's exhaust statute caps modified exhaust at a measured 95 dBA for vehicles under 6,000 lbs, tested to an SAE standard. Horns never got that treatment, and there's a practical reason. Exhaust noise is continuous and can be scheduled for a ref-station test. A horn blast lasts a second or two, and no patrol officer is standing by with a calibrated meter at a certified distance when you hit the button. So horn enforcement runs on behavior: when you sounded it, where, and whether it was a warning or a stunt. The spec sheet in your glovebox never enters into it.
dB limits vs reality: what "loud" actually measures
Here's where the marketing numbers meet the regulations — and fall apart. The only horn in America with a true federal decibel spec is the one on a locomotive: 49 CFR 229.129 requires a lead locomotive's horn to produce between 96 and 110 dB(A) measured 100 feet in front of the locomotive. Read that again: an actual train horn, on an actual train, is federally capped at 110 dB(A) — at 100 feet.
So when a horn listing screams "180 dB" or "300 dB," what's going on? Distance games, mostly. Sound level drops roughly 6 dB every time you double your distance from the source, so a measurement taken inches from the trumpet mouth produces a spectacular number that means nothing at the 100-foot standard the FRA uses. So what's the loudest horn you can actually run?
Legally speaking, the ceiling isn't a number — it's a use standard. That leads to three practical rules:
- Keep a compliant primary horn. The 200-foot-audible requirement applies to the horn your vehicle carries. Don't delete or disable the factory horn.
- Use matters more than hardware. California's Vehicle Code §27001 is blunt: sound the horn "when reasonably necessary to insure safe operation" — and not otherwise. Blast any horn in traffic for fun, stock or aftermarket, and you're citable. Give a genuine collision warning, and even a loud horn is doing exactly what the statute wants.
- Local noise ordinances still apply. Cities layer quiet hours and "plainly audible" rules on top of the state code, and those can bite even on private property at 2 AM.

What about semis and work trucks?
Commercial vehicles get one extra federal layer, and it's about the minimum, not the maximum. 49 CFR 393.81 requires every bus, truck, and truck-tractor to carry a horn that gives "an adequate and reliable warning signal." No decibel spec here either — an inoperative horn is a countable maintenance violation at inspection, but the regulation is silent on how loud is too loud.
